Rhine Drought Forces Chemical Cargoes to Sail at 30% Capacity

Historic low water on the Rhine is sharply reducing cargo capacity for chemicals, oil and other industrial goods moving through Europe's most important inland logistics corridor.

The Financial Times reports that barges serving Rotterdam are being loaded to only about 30% of normal capacity in some cases to reduce draught and avoid grounding.

Operators are consequently using around 100 additional barges each week while still being unable to move the same volume as under normal river conditions.

Kaub has reached a critical level

At Kaub in Germany, one of the Rhine's shallowest and most commercially important sections, water levels have fallen to their lowest point since records began.

The FT reports that the river is approaching a "single-digit" level below which commercial shipping may become unfeasible and the navigable channel effectively splits.

For industrial users, that raises the risk of delayed raw-material deliveries and higher inland freight costs even when seaborne cargo has already reached Europe.

Chemical producers are already affected

The disruption has moved beyond higher transport rates.

German chemical producer Covestro declared force majeure for certain PET products and warned customers that delivery commitments from its Dormagen plant might not be met because of low Rhine water levels.

Parts of waterways in the Netherlands have also been closed to shipping traffic.

The combination of reduced barge loads and interrupted industrial deliveries shows how drought can directly affect chemical supply chains.

More barges mean higher delivered cost

If a barge can carry only 30% of its normal cargo, substantially more vessel movements are required to transport the same tonnage.

That increases:

- freight cost per tonne;
- barge demand;
- terminal congestion;
- delivery lead times;
- inventory requirements;
- risk of production interruption.

Road and rail can provide partial alternatives, but they cannot easily replace the Rhine's bulk-cargo capacity at scale.

Industry is adapting to recurring low water

Some companies have already changed their logistics strategies after earlier droughts.

Following the severe 2018 low-water event, BASF doubled the number of low-water-capable vessels in its system and introduced an early-warning process providing up to six weeks of notice.

The latest drought suggests such contingency planning is becoming structural rather than exceptional.

For chemical and fertilizer buyers, European inland freight should increasingly be treated as a core component of delivered-product risk rather than a fixed logistics cost.
